How the 2025 Reappraisal Affects 2026 Records
Shelby County conducts countywide reappraisal on a four-year cycle. The 2025 reappraisal used property characteristics and market activity, including qualified sales from 2023 and 2024, to reflect market conditions as of January 1, 2025.
2025 remains the current countywide base
The reappraisal reset market-related values across Shelby County rather than changing only properties that sold.
2026 data can still change
New construction, demolition, physical corrections, ownership, use, classification and parcel changes can affect an individual account between reappraisals.
Tax rate and appraisal are separate
The Assessor does not set the Shelby County, Memphis or municipal tax rate. A value increase alone does not prove the final tax increase.

What the Official 2026 Shelby County Appeal Petition Required
The official Tax Year 2026 Real Property Petition set June 30, 2026 as the local appeal deadline. The ordinary filing window is now closed, but owners with a notice problem, correction issue or circumstances beyond their control should contact the Board immediately.
Review the current Assessor record
Confirm the parcel ID, tax year, class, current use, appraised value and physical facts. An Assessor informal review is useful but does not replace a formal appeal.
Use a separate petition for each parcel
The 2026 form expressly requires a separate filing for every parcel. Owners or representatives filing more than 100 appeals must use the online system.
Select a legally relevant complaint
The petition lists three grounds: appraised above total fair market value, unequal appraisal compared with fair market value, or improper classification.
State the January 1, 2026 market value
The form asks what a willing buyer would have paid a willing seller on the open market as of January 1, 2026. State a supported amount, not only a requested percentage reduction.
File online, by mail or in person
Keep a confirmation page, tracking record, postmarked envelope evidence or a date-stamped copy. Representatives must attach written owner authorization to each petition.
Keep undisputed taxes current
The petition states that no hearing will be held until undisputed taxes—at least prior-year taxes—are paid and no delinquent taxes have accrued.

After the Shelby County Board Decision
A disputed assessment generally must first go through the county board to preserve further appeal rights. Read the decision notice as soon as it arrives.
State appeal deadline
An appeal from the local board generally must be filed by August 1 of the tax year or within 45 days after notice of the local action was sent, whichever is later.
Submit the evidence again
Evidence given to the county board is not automatically placed in the State Board record. Follow the state filing and Administrative Judge instructions.
Continue paying undisputed taxes
Pay at least the good-faith undisputed portion before delinquency and pay all prior-year delinquent taxes to avoid penalties and appeal problems.
