Tax Assessor, Tax Collector, BOE, GIS or Probate?
Several Jefferson County offices work with the same parcel but control different records. The correct office depends on what you are trying to change or prove.
Tax Assessor
Assessment records, property classification, exemptions, current use, ownership/address changes and business personal property.
Tax Collector
Amount due, payments, receipts, payment-provider fees, delinquency, tax liens and redemption questions.
Board of Equalization
Fair-market-value appraisal, real-property protests, hearings, case status and valuation evidence.
GIS Tax Maps
General parcel location, adjoining-property context and available public map layers.
Probate Land Records
Deeds, mortgages, releases, powers of attorney, liens, plats and recorded legal documents.
Do Not Mix the Functions
The Collector does not set market value, the BOE does not post tax payments and GIS does not establish legal ownership or boundaries.
Jefferson County describes the Tax Assessor as responsible for discovering, listing and assessing property, applying exemptions and abatements, administering current use and maintaining assessment-related GIS information.

How to Search Jefferson County Alabama Property Records
Jefferson County’s official CAPture instructions provide four real-property search methods. Start with one clean field and save the parcel number once you find the correct record.
Open CAPture and select Real Property Search
Confirm that the portal belongs to Jefferson County, Alabama before entering an owner, address or parcel number.
Choose one search route
Select Property Address, Mailing Address, Owner or Parcel based on the most reliable information you have.
Enter the information in county format
Address searches use street number then street name. Owner searches use last name then first name. Parcel searches remove spaces.
Open the likely property
Confirm physical address, owner display and parcel number before assuming the record is yours.
Select View Details
The county PDF directs users to View Details for the more complete parcel information after the search result appears.
Save the formatted parcel number and division
Use those details for GIS, exemption, BOE, payment and Probate research instead of repeating broad owner-name searches.

Jefferson County Assessor Property Map and GIS Viewer
The Tax Assessor maintains GIS mapping, and the Board of Equalization links taxpayers directly to Jefferson County GIS Tax Maps.
Use GIS for
- Vacant parcels without dependable street addresses.
- General parcel location.
- Nearby roads and adjoining-property context.
- Cross-checking a parcel number.
- Finding comparable-area properties before value research.
- Reviewing available county map layers.
Do not use GIS for
- Setting a fence or construction line.
- Proving an easement.
- Determining exact legal acreage.
- Proving ownership.
- Determining whether a mortgage or lien exists.
- Replacing a recorded plat or licensed survey.
Best GIS workflow
Find the CAPture parcel first
Save the complete parcel identifier whenever the text search works.
Open Jefferson County GIS
Navigate to the expected location and use the parcel identifier rather than visual shape alone.
Compare neighboring parcels
Use nearby parcels for context, not as proof of your own acreage or boundary.
Move to legal records when needed
Use Probate deeds/plats and a licensed surveyor when a legal boundary, access or ownership issue must be resolved.
Jefferson County Property Tax Search, Bill and Payment Checklist
Property taxes are collected by the Tax Collector, not the Board of Equalization. Find the correct parcel first, then verify the amount and tax year before paying.
Jefferson County and Alabama both identify October 1 as the annual due date.
Resolve parcel, division, escrow and payment-method problems before year-end.
The Tax Collector’s current FAQ identifies January 1 as the delinquency date.
Before paying
- Confirm the full parcel number.
- Confirm Birmingham or Bessemer.
- Check the correct tax year.
- Review prior balances as well as the current year.
- If your mortgage has escrow, ask whether the servicer already scheduled payment.
- Review the processor fee before submitting an online payment.
- Save the confirmation number and later verify that payment posted.

What Happens When Jefferson County Property Taxes Are Late?
Jefferson County’s current Tax Collector FAQ provides more detail than a simple “delinquent January 1” notice.
Delinquent-tax item |
Current county FAQ |
Best action |
|---|---|---|
Late fee |
$5 delinquent-payment fee. |
Request the current payoff rather than paying an old statement amount. |
Interest |
12% simple interest. |
Confirm the amount through the Tax Collector on the day you intend to pay. |
Newspaper notice |
The FAQ says names are listed four times before the annual tax sale. |
Do not wait for newspaper publication to resolve the account. |
Tax-sale timing |
The FAQ says the sale is usually the third or fourth week of May. |
Check the current annual sale schedule rather than assuming the exact May date. |
After tax sale |
The county FAQ says redemption may generally begin approximately 30 days after the sale. |
Ask the Tax Collector/Probate office for the current redemption amount and procedure. |
Market Value, Assessment Class and Taxable Value
Alabama property tax starts with value, then applies the property classification percentage. The 7% cap and exemptions can affect what is ultimately taxable.
Class |
General property category |
Assessment percentage |
|---|---|---|
Class I |
Utility property used in the utility business. |
30% |
Class II |
Property not otherwise classified, including many commercial/rental situations. |
20% |
Class III |
Agricultural, forest and qualifying owner-occupied single-family residential property. |
10% |
Class IV |
Certain privately owned passenger vehicles and pickup trucks. |
15% |
Basic calculation path
Market or current-use value × classification percentage = true assessed value.
When applicable, the 7% cap determines a lower taxable assessed value. Homestead or other exemptions are then considered before applicable millage and separately calculated charges produce the bill.
How Alabama’s 7% Cap Affects Jefferson County Property Taxes
The 7% cap limits certain annual increases in taxable assessed value of qualifying Class II and Class III real property. It does not limit the county’s displayed market value to a 7% change.
Question |
Current Alabama guidance |
|---|---|
Do I apply for the cap? |
No. The local assessing office identifies qualifying property automatically. |
What is limited? |
The annual increase in taxable assessed value for eligible Class II/Class III real property. |
General calculation |
When applicable, current taxable assessed value is generally limited to 1.07 × the prior taxable assessed value, subject to the state rounding and true-value rules. |
Can market value rise more than 7%? |
Yes. Jefferson County’s valuation notice can continue to reflect full market conditions. |
Can taxable value rise while market value falls? |
Yes. Alabama describes a “cap gap” that can make capped taxable value continue moving upward until it catches the lower of the allowed capped value or true assessed value. |
Does current law sunset? |
ALDOR currently says the limitations continue through the fiscal year beginning October 1, 2027. |
Common cap exclusions
- A taxable ownership change.
- An assessment-classification change.
- Previously unassessed property.
- A newly added improvement.
- An addition or significant improvement.
- Property in a qualifying tax-increment district.
Buyer warning
New garage, pool or major renovation
ALDOR says a new improvement can exclude the entire parcel from the cap for the applicable tax year. Routine maintenance such as painting, flooring changes, ordinary roof replacement and similar component replacement is treated differently from a significant addition or major renovation.
Official Alabama Department of Revenue Read the 7% Cap RulesJefferson County 2026 Property Protest Status
If you filed during the open period
- Keep the filed protest and submission confirmation.
- Use CAPture to review hearing status/results when available.
- Confirm whether the case is Birmingham or Bessemer.
- Read every appointment letter promptly.
- If an agent filed the case, make sure owner and agent share all letters.
- Prepare evidence before the hearing instead of waiting for the hearing date.
If you missed June 24
The ordinary 2026 filing window should not be treated as open. Contact the correct Board office with the parcel number and exact notice/receipt history and ask what, if any, record-correction or jurisdictional procedure applies to the specific issue.

Jefferson County Protest Evidence and Filing Rules
These details matter for an active 2026 hearing and are also the best preparation checklist for a future Jefferson County valuation protest.
Ways the county accepts an ordinary written protest
- Completed protest form signed by the owner.
- Completed and signed valuation notice.
- Signed letter containing the parcel number and site address.
Residential and land evidence
- Photos showing adverse property conditions.
- Repair estimates and depreciation support.
- Comparable Jefferson County land or improved-property sales.
- Actual construction costs for recent construction.
- Appraisals completed within the previous three years.
- Recent mortgage information when relevant.
- Renovation costs and receipts.
- Recent subject-property sale or listing information.
Income-producing property evidence
- Three years of income and expense statements.
- Rent roll.
- Improved-sales analysis.
- Comparable rents.
- Reconstructed operating statement.
- Support for capitalization rates.
- A clear final valuation conclusion.
Commercial comparable disclosure
If a commercial taxpayer offers a comparable sale or lease, Jefferson County says the evidence must disclose whether the comparable was occupied and whether use, deed or lease restrictions affected its permitted use. The county warns that failure to disclose required comparable information can make the evidence inadmissible.
Agent and scheduling details
- Owner authorization must be in writing when a representative handles the protest.
- Online business-owner protests require the Letter of Authorization to be uploaded when filing.
- Appointment letters go to the agent when one is designated; result letters go to the owner.
- The annual procedure limits rescheduling to one request at each hearing level.
Regular Jefferson County Homestead Exemption: Form Checklist
Jefferson County’s current regular homestead affidavit is an Alabama Department of Revenue form that may be sent to the county assessing official or claimed in person.
Deadline
Jefferson County’s Tax Assessor FAQ says the homestead exemption must be claimed by December 31 for the next tax year.
Greater age, blindness or disability relief
The regular affidavit specifically says taxpayers over 65, blind, or permanently and totally disabled may qualify for a greater homestead exemption that must initially be claimed in person.
Official Jefferson County homestead affidavit Open Homestead AffidavitOver-65 and Disability Homestead Relief
Age or disability alone does not necessarily tell you the exact exemption amount. Jefferson County directs applicants to the Tax Assessor because income and exemption category can matter.
Age 65 or older
- Own and occupy the single-family residence.
- Be age 65 or older as of October 1 for the applicable claim.
- Bring proof of age such as a birth certificate or driver license.
- Bring the most recent federal and Alabama tax returns when income qualification applies.
- Use actual returns rather than W-2s alone.
- Renew the applicable exemption annually.
Permanent and total disability
- Own and occupy the qualifying primary residence.
- Prepare two proofs of disability under Jefferson County’s published instructions.
- Examples include physician, Social Security, governmental or company disability documentation.
- Documentation should establish permanent and total disability.
- An authorized person should have valid power of attorney when filing for the owner.
Jefferson County’s current FAQ tells senior/disability applicants to file between October 1 and December 31 for the next year’s tax treatment.
Official Jefferson County exemption FAQ Review Senior & Disability RequirementsJefferson County Special Senior Property Tax Exemption
Jefferson County’s local Special Senior exemption is different from Alabama’s ordinary Over-65 homestead categories. The county FAQ describes it as an additional exemption that freezes taxes for the next applicable tax year once claimed.
Three core qualifications on the official form
- Claimant must be age 65 or older.
- The property must be the claimant’s primary residence.
- The property must have been assessed in the taxpayer’s name for five consecutive years.
What the county FAQ clarifies
Question |
Jefferson County answer |
|---|---|
Is it a full exemption for everyone over 65? |
No. It is additional to the ordinary Over-65 exemption and freezes taxes for the next applicable tax year once claimed. |
Is taxable income a qualification? |
No. The county FAQ says taxable income is not a qualification for Special Senior. |
Can it apply to every property? |
No. It applies to the primary residence and qualifying adjacent property considered part of that residence. |
Spouse is younger than 65? |
A qualifying deeded owner can still claim when the spouse is younger. |
How long does it stay? |
The county says it remains when the Over-65 exemption is renewed each year. |
What if value later falls? |
The FAQ says the taxpayer can come in and reclaim at the lower rate. |
What the official claim form requests
- First and last name.
- Property address.
- Parcel number.
- Phone number and email.
- Whether the claimant owned the property as of October 1.
- Claimant date of birth.
- Spouse date of birth.
- Signed eligibility certification.
Jefferson County Farm, Forest and Timber Current Use
Current-use appraisal can value qualifying Class III property according to its qualifying actual use instead of a potentially higher speculative market use.
Potential qualifying uses
Agricultural
Land genuinely used for qualifying crop or livestock activities.
Forest
Land genuinely used for growing and selling timber or forest products.
Other Class III use
State law also addresses qualifying owner-occupied residential and qualifying historic property.
What the official current-use application asks for
Five acres or less
Alabama says the assessing official may request extra proof for parcels of five acres or less, including a site-management plan from the Alabama Forestry Commission.
New owner must apply again
Rollback-tax risk
When qualifying current-use property is converted to a nonqualifying use, Alabama can require additional taxes for the three years preceding the tax year beginning on the October 1 following conversion. A sale followed by conversion within two years can also trigger the rollback provisions.
Jefferson County Business Personal Property: ADV-40 vs. ADV-40S
Business furniture, fixtures, computers, machinery and other taxable tangible assets use a personal-property return rather than the real-property parcel-search workflow.
When ADV-40S can be used
The optional short form requires both of these conditions:
- The immediately preceding tax year’s itemized ADV-40 reported total original acquisition cost of taxable tangible business personal property of $10,000 or less.
- The current tax year’s total acquisition cost of taxable tangible business personal property is also $10,000 or less.
The short-form tradeoff
By signing ADV-40S, the taxpayer agrees to an assessment based on a $10,000 market value. The form also says a taxpayer using the short form is not eligible for a refund of tax overpaid because of that agreed $10,000 market value.

What is the official Jefferson County Alabama property search?
Use Jefferson County’s CAPture portal and choose Real Property Search. The county’s current instructions provide searches by Property Address, Mailing Address, Owner and Parcel.
Can I search Jefferson County property records by owner?
Yes. Jefferson County instructs users to enter the last name and then the first name. If a complete owner name returns nothing, start with the last name and verify possible matches by property address and parcel number.
How do I search Jefferson County property records by address?
Choose Property Address and begin with the street number followed by the street name. If a full postal address fails, remove the direction, road suffix, city, ZIP code and unit information.
How do I enter a Jefferson County parcel number in CAPture?
The current county PDF gives the example 22 00 25 3 025 001.000 and shows it entered as 2200253025001000, with spaces and periods removed.
Where can I find the Jefferson County Alabama property map?
Use Jefferson County’s county-linked ArcGIS tax maps. They are useful for parcel location and nearby-property research but should not be treated as a legal boundary survey.
When are Jefferson County Alabama property taxes due?
Jefferson County says property taxes are due October 1 and become delinquent January 1 when they remain unpaid after December 31.
Is the Jefferson County 2026 property protest period still open?
No. As of August 8, 2026, the current Board of Equalization heading says the 2026 protest is closed. The published ordinary period ran from May 26 through June 24, 2026.
Does Alabama’s 7% cap mean my Jefferson County market value cannot rise more than 7%?
No. The cap limits qualifying increases in taxable assessed value for eligible Class II and Class III real property. The market value shown on the valuation notice can change by more than 7%.
Who qualifies for Jefferson County’s Special Senior Property Tax Exemption?
The official form says the claimant must be at least 65, use the property as the primary residence and have the property assessed in the taxpayer’s name for five consecutive years. The county FAQ says taxable income is not a Special Senior qualification.
Where do I search Jefferson County deeds, mortgages and liens?
Use the Jefferson County Probate Court Land Records Office and Landmark Web. The Tax Assessor owner field is not a complete title or lien search, and Probate staff do not perform a title search for you.
Search Parcel First, Then Use the Office That Controls the Record
The fastest Jefferson County workflow is CAPture → verify the parcel number → confirm Birmingham or Bessemer → move to the office responsible for the task.
Use the Assessor for assessment and exemptions, the BOE for market value, the Collector for money, GIS for map context and Probate for recorded legal documents. New owners should also verify homestead, current use, 7% cap treatment, escrow and prior taxes instead of relying on the seller’s old bill.
