The county issued a specific one-page 2026 Property Value Appeal Form. The ordinary deadline has already passed as of August 2026.

2026 deadline: the appeal had to be received in the Clarke County Board of Equalization office by May 26, 2026. The form says appeals were accepted by mail or hand delivery—not by phone, fax or email.

Understand Clarke County Property-Tax Math Before Estimating

Alabama’s basic formula is appraised value × property assessment percentage = assessed value, then assessed value × applicable millage = unadjusted tax. The final bill can differ because of exemptions, the 7% cap, current-use valuation, local taxing jurisdictions, delinquency and other account-specific items.

Alabama’s 7% Cap: Why Market Value and Taxable Value Can Differ

Act 2024-344 limits annual increases in the taxable assessed value of qualifying Class II and Class III real property. It does not prevent the county from determining a higher market value.

  • A new addition or significant improvement.
  • Placement in a qualifying tax-increment district.

Important exceptions to the ownership-change rule

Alabama identifies exceptions for certain transfers between spouses or family members for no or nominal consideration or because of the original owner’s death, and for redemption following foreclosure, tax sale or tax lien. Other cap exclusions can still apply.

What is the “cap gap”?

If market values rise quickly, the capped taxable assessed value can remain below the property’s true assessed value. In a later market downturn, taxable assessed value may still rise by the permitted amount until it catches up with the lower true assessed value. A lower market appraisal therefore does not always produce an immediate tax reduction when a cap gap remains.

Buyer warning: Alabama specifically warns buyers not to assume the current owner’s taxes predict the buyer’s future liability. A change of ownership can reset taxable assessed value to the full true assessed value for the subsequent tax year.
Improvement warning: Alabama’s current guidance says a new improvement, regardless of size or scope, can exclude the entire parcel from the cap for the applicable tax year. Ordinary maintenance is treated differently from a new addition or significant improvement.

The current statutory limitation is scheduled to continue through the fiscal year beginning October 1, 2027.

Current use can value qualifying Class III land according to its qualifying use instead of a potentially higher speculative market use. This can be especially relevant to Clarke County timber and agricultural tracts.

Before development or a use change: determine whether the parcel is under current use, whether the buyer must reapply and whether the proposed conversion can trigger rollback taxes. The person who caused the conversion is not necessarily the person charged if ownership changes before the following October 1 lien date.

What does Clarke County’s tax-lien notice mean?

The Revenue Commissioner still links a legal notice declaring that Clarke County chose the sale of tax liens as its delinquent-tax collection method beginning with tax year 2022. The notice states that the method remains in effect for future collection years unless a later proclamation changes it.

Do not infer a 2026 auction date from the 2022 notice. If your property is delinquent or you are researching a tax lien, confirm the current collection year, payoff and sale procedure directly with the Revenue Commissioner.
