San Diego County makes APNs, property characteristics and assessor maps available through ParcelQuest, while assessed-value notifications are searched on the ARCC site by parcel number or address.

Use APN first if you have it
APN is the cleanest identifier for San Diego County property research. It avoids address-format problems, condo-unit confusion, mailing-address mismatch and similar-street-name results.
Use address search when APN is unknown
When using address search, start simple: house number and street name. If a search fails, remove unit numbers, punctuation, directional words and street suffixes. Then verify the result with APN and map details.
Understand the ParcelQuest limit
ARCC notes that ParcelQuest is a vendor under contract with ARCC and customers may conduct up to 25 searches in any 30-day period free of charge. Heavy research users should plan searches carefully and save APNs.
Use the assessed value search for tax-roll value notices
If you need the posted Notification of Assessed Value, use the ARCC assessed-value search. It can be searched by parcel number or address and shows assessed value and exemption amount for the posted roll year.
Micro search tip: San Diego County has many condo, HOA, planned-unit, multi-parcel, commercial and coastal-zone properties. If one address shows multiple records, confirm APN, unit, legal description, map location and tax bill before assuming the first result is correct.
Can You Search San Diego County Property Records by Owner Name?
San Diego County property ownership information is not displayed online the same way some private websites show it. ARCC’s assessed-value notice page states that property ownership information cannot be provided on the internet under California Government Code section 6254.21. That means users should not expect a full online owner-name search from the official assessor system.
Best official route if you know the address
Search the property by address or APN first. Use APN and property characteristics to confirm the correct parcel before moving to tax or recorder records.
How ownership and address information can be requested
ARCC says property ownership and address information is provided over the phone through the Assessor’s Office Public Information Line at 619-236-3771. Public computer kiosks are also available at office locations.
When you need deed history
Use Recorder/County Clerk official records for deeds and recorded documents. A grant deed, quitclaim deed, trustee’s deed or other recorded document is different from an assessor value notice.
Why private sites may show more names
Private sites may combine public data from different sources. Use them carefully. If a private site conflicts with the San Diego County assessor, recorder or tax collector record, verify with the official office.
Do not scrape owner lists: California rules restrict certain online disclosure and use of property owner information. Use official channels for property verification, tax work, title research or legitimate public-record access.

APN stands for Assessor Parcel Number. In San Diego County, APN is the best identifier for tax bills, value notices, assessor maps, supplemental tax questions, deed research, building/property reports and assessment appeals.

What Shows in San Diego County Assessor Property Records?
San Diego County assessor records focus on parcel identification, assessment and property characteristics. They are not the same as tax payment records, title insurance records, building permits or deed copies. Use the correct office for each layer.

Important: assessor data is not a legal survey, title report, permit approval or tax payment receipt. If you need a recorded deed, lien, release or official document copy, use Recorder/County Clerk. If you need to prove tax payment, use the Treasurer-Tax Collector.
San Diego County Property Tax Records — Tax Bill, Payment, Supplemental and Prior-Year Search
The Assessor establishes assessed values. The Treasurer-Tax Collector bills and collects property taxes. The Auditor and Controller Property Tax Services office also helps with allocation and property tax service issues. Do not call the Assessor to process a tax payment.
Current bill and payment
Use the San Diego County Treasurer-Tax Collector website. It lets users search, select and pay by parcel/bill number, mailing address or unsecured bill number.
Payment method note
The TTC site highlights e-check as a free, fast payment option. Card payments and other methods may have different processing rules, so check the current payment page before paying.
Prior-year records
Prior-year property tax records may show a summary of paid secured property taxes as of June 30 for a parcel or bill number. If no record appears, use the current online payment system for current, delinquent or defaulted taxes.
Supplemental tax bills
New owners and owners with new construction may receive supplemental tax bills in addition to annual secured tax bills. Search supplemental bills by parcel number or current mailing address when directed by TTC.
Mailing-address warning: San Diego County tax records can use the mailing address on file, not just the site address. If you bought the property after the January 1 lien date, prior-year records may show the owner as of January 1, not necessarily the current owner.

San Diego County Prop 13, Prop 19, Change in Ownership and Supplemental Taxes
California property tax research is different from many other states because assessed value may be controlled by Proposition 13, changed by ownership transfer, affected by new construction, and modified by exclusions or tax-savings programs such as Proposition 19.
Prop 13 basic idea
California assessment rules generally limit annual assessed-value growth, but reassessment can occur after a change in ownership or new construction.
Change in ownership
State and county rules require the Assessor to review changes in ownership and reassess property when a reassessable transfer occurs.
New construction
San Diego ARCC explains that new construction can be reassessed upon completion and may also be considered if unfinished construction exists on the January 1 lien date.
Prop 19 programs
Prop 19 changed parent-child exclusions, grandparent-grandchild exclusions, senior base-year transfers, disabled base-year transfers and disaster relief base-year transfers.
Do not guess on Prop 19: transfer exclusions and base-year transfers have strict forms, deadlines and eligibility rules. If you inherited property, bought a replacement home, transferred property to children, or rebuilt after disaster damage, use official ARCC and California Board of Equalization guidance before making decisions.
San Diego County Property Assessment Appeal — Filing Window, Evidence and Process
If you disagree with the assessed value, use the assessment appeal process. Do not confuse an appeal with a tax payment dispute. The appeal challenges value, while the Treasurer-Tax Collector handles billing and payment.
Review the assessed value notice
Search the Notification of Assessed Value by APN or address. Confirm roll year, assessed value, exemption amount and parcel details before filing.
Understand the filing window
ARCC guidance says regular assessment appeals are filed between July 2 and November 30. The County Assessment Appeals Board page has also listed specific fiscal-year filing windows, such as July 2 through December 1 when the calendar shifts. Always check the current year page.
Supplemental assessments have shorter timing
If appealing a supplemental assessment, ARCC guidance says the appeal must be filed within 60 days from the mailing date on the supplemental tax bill.
Prepare evidence, not frustration
Useful evidence can include comparable sales, appraisals, photos, repair estimates, incorrect property characteristics, market-condition data or documentation showing the assessed value is not supportable.
Use the Clerk of the Board appeal system
The Assessment Appeals Board process is handled through the County’s appeal resources. If an agreement is not reached with the Assessor, the owner or authorized agent must appear at the hearing or risk denial.

Common Problems When Searching San Diego County Property Records
If you do not find the result you expected, the issue may be search format, ownership privacy limits, wrong office, old lien-date data, supplemental billing, or confusion between APN, bill number and recorded document number.
Address search gives no result
Use a shorter address. Remove apartment or unit number, punctuation, street suffix, direction and city name. Then search by APN if you can get it from a tax bill, deed, map or escrow document.
Owner name is not shown online
California limits online ownership disclosure. Call the Assessor Public Information Line or visit an office location if you need ownership and address information through official channels.
Tax bill does not match assessed value
Assessed value is not the final bill. Tax rates, bonds, direct assessments, exemptions, supplemental bills, penalties and payment status can change the amount due.
Prior-year tax record shows old owner
Prior-year records may show the owner as of the January 1 lien date. If you bought after January 1, use your purchase date and escrow records to understand which taxes were paid during your ownership period.
You need a deed, not an assessor record
Use Recorder/County Clerk official record search or copy request tools for grant deeds, quitclaim deeds, deeds of trust, reconveyances, liens and recorded documents.
