Sacramento County Tax Collector Personal Property Tax Unit

Two different county divisions are involved. The Assessor’s Personal Property Division determines taxable business-property values and receives statements. The Tax Collector’s Unsecured Property Tax Unit issues and collects the resulting unsecured bills.

Who owes the personal-property tax after a sale?

The unsecured tax is generally the liability of the person or entity that owned, possessed or controlled the taxable personal property on the January 1 lien date. Selling business equipment, a boat or aircraft later in the year does not automatically transfer that tax liability to the buyer.

Late unsecured bill: Sacramento County adds a 10% penalty plus collection costs after delinquency. Continued nonpayment can lead to additional collection charges and enforcement tools. Do not ignore the bill simply because the underlying property was later sold.

How Are Property Taxes Calculated in California?

For a Sacramento County home, do not simply multiply today’s market value by 1%. California property tax begins with the property’s assessed value, subtracts applicable exemptions, applies the 1% constitutional base rate plus voter-approved bond debt, and then adds parcel-specific direct levies or special charges.

Taxable assessed value × (1% base rate + applicable voter-approved bond rate) + direct levies = approximate annual tax bill

Worked Sacramento County example

Step 1: Find taxable assessed value

Assume the current assessed value is $500,000 and the owner qualifies for the full $7,000 Homeowners’ Exemption.

$500,000 − $7,000 = $493,000 taxable assessed value.

Step 2: Apply an illustrative ad valorem rate

Sacramento County says its overall property-tax rate including bond debt averages roughly 1.1%. Using 1.10% only as an illustration:

$493,000 × 0.011 = $5,423.

$5,423 is not a prediction of the final bill. The actual tax-rate area can differ, and the bill can contain Mello-Roos, district charges, utility delinquencies or other direct levies that are not calculated as a percentage of assessed value.

How to calculate your own bill more accurately

  1. Open Parcel Viewer and confirm the APN and net assessed value.
  2. Check the Homeowners’ Exemption or other exemption amount reflected on the roll.
  3. Open the actual ePropTax bill for the parcel.
  4. Identify the ad valorem tax-rate component.
  5. Review each direct levy separately.
  6. Add the percentage-based property tax and direct levies to reach the total bill.

Prop 13: Why Your Assessed Value May Be Below Market Value

California Proposition 13 generally creates a base-year assessed value when property changes ownership or new construction is completed. That Prop 13 value can normally increase by no more than 2% per year for inflation until another reassessable event occurs.

Purchase or change in ownership

A taxable change in ownership generally establishes a new base-year value at fair market value as of the transfer date.

New construction

Completed taxable new construction can establish a new value for the newly constructed portion without necessarily resetting every pre-existing component.

Normal annual inflation

The Prop 13 factored base-year value generally cannot rise more than 2% annually for inflation.

Prop 8 exception: when January 1 market value falls below the Prop 13 factored value, a temporary decline-in-value assessment can be enrolled. As market value later recovers, that temporary Prop 8 value can rise by more than 2% in one year until it reaches the Prop 13 factored ceiling.
Why this matters: seeing an assessment increase more than 2% does not automatically prove Prop 13 was violated. First check whether the parcel had a change in ownership, new construction or temporary Prop 8 reduction.

How Sacramento County Supplemental Property Taxes Are Calculated

A supplemental assessment is separate from the regular October secured bill. It commonly follows a change in ownership or completed new construction and taxes the difference between the new value and the prior taxable value for the remaining portion of the fiscal year.

Supplemental tax example

Assume a property has a $120,000 net supplemental assessment, an illustrative 1.10% rate and a qualifying event in September, which carries a 0.75 factor:

$120,000 × 0.011 × 0.75 = $990 estimated supplemental tax
Actual bill will differ when the tax rate, exemptions or event month differ. Use the Assessor’s actual supplemental notice and the Tax Collector’s bill rather than treating this example as a quote.

Why can there be two supplemental bills?

When a qualifying ownership/new-construction event occurs from January 1 through May 31, California’s fiscal-year structure can generate two supplemental assessments. Events from June 1 through December 31 generally generate one.

Do not expect the mortgage company to receive it

Sacramento County warns that a supplemental bill is generally mailed directly to the property owner rather than the mortgage lender. Check escrow instructions yourself.

No bill yet after buying? Do not assume nothing is owed. Sacramento County says change-in-ownership and new-construction appraisal processing can be delayed substantially, and supplemental assessments can arrive well after closing.

Sacramento County 2026–27 Property Tax Calendar

January 1, 2026 — lien date

Taxable property is assessed as of 12:01 a.m. January 1 for the annual property-tax roll.

February 15 — full exemption filing deadline

This is the general timely deadline for a full qualifying property-tax exemption such as the Homeowners’ Exemption.

April 1 — business personal property statements due

Annual statements for business personal property, aircraft and boats are due.

May 7, 2026 — BPP late-filing penalty point

For 2026, this was the last day to file a Business Property Statement before the 10% late-filing penalty applied.

July 1–December 31, 2026 — informal Prop 8 review

Real-property owners can ask the Assessor for a free informal decline-in-value review.

July 2–November 30, 2026 — formal annual appeal period

The Assessment Appeals Board’s current 2026 announcement sets this annual filing window.

July 17, 2026 — unsecured personal-property bills mailed

Sacramento County announced mailing of 2026–27 unsecured personal-property bills on this date.

August 31, 2026 — unsecured taxes due without delinquent penalty

Pay the annual personal-property bill in full or confirm the correct payoff with the Unsecured Property Tax Unit.

October 2026 — annual secured bills normally mailed

One annual secured bill is issued with payment information for both installments.

November 1, 2026 — first secured installment due

California’s annual secured-tax schedule makes the first installment due November 1.

December 10, 2026 — first-installment penalty deadline

Pay by the applicable county deadline to avoid the standard first-installment delinquency penalty.

February 1, 2027 — second installment due

The second installment becomes due February 1. Sacramento County does not mail a separate second-installment reminder bill.

April 2027 — second-installment delinquency deadline

California normally uses April 10. Because deadline treatment can change when a date falls on a weekend or legal holiday, confirm the 2026–27 bill before relying on the calendar alone.

Sacramento County 2026 Property Assessment Appeal

There are two different paths: a free informal Assessor review and a formal Assessment Appeals Board application. Using the informal process does not extend the formal filing deadline.

Free informal Prop 8 review

For a real-property decline-in-value question, the Assessor accepts informal review requests from July 1 through December 31. There is no fee.

Formal 2026 annual appeal

The Assessment Appeals Board currently lists July 2 through November 30, 2026 for annual decline-in-value appeals and charges a $30 non-refundable processing fee per application/year.

How to prepare the BOE-305-AH application

Identify the exact assessment

Use the APN, assessment number, account number, fee number or tax-bill number shown on the applicable notice or bill, plus the property location.

Enter the roll value

Use the value shown on the assessment notice or tax bill for the year and category being appealed.

State your opinion of value

The official instructions say an application that does not state the applicant’s opinion of value will be rejected.

Select the correct appeal reason

Options include decline in value, change in ownership, new construction, business personal property/fixtures, audit, calamity, classification/allocation, penalty or another explained reason.

Do not attach hearing evidence to the application

The BOE-305-AH form specifically instructs applicants not to attach hearing evidence to the application. Evidence is presented for the hearing under the Board’s procedures.

Submit the original signed paper application and fee

Sacramento County currently accepts paper applications and requests blue ink for the original signature. Include the required $30 processing fee.

Filing an appeal does not stop tax-payment deadlines. Pay the tax bill when due. If the Board later reduces the assessment, the county can issue the appropriate tax adjustment or refund.

Sacramento County Homeowners’ Exemption

California’s Homeowners’ Exemption reduces qualifying assessed value by $7,000. Sacramento County estimates that this usually saves about $70–$80 per year.

Basic eligibility

  • You must be an owner, co-owner or qualifying purchaser.
  • The home must be your principal residence.
  • Qualification is measured as of 12:01 a.m. January 1 for the annual exemption.
  • A rental, vacant property, vacation home or secondary residence does not qualify as your principal residence.

When to file

  • By February 15 for the full exemption.
  • February 16 through December 10 for an 80% partial exemption.
  • The program is free, but an application is required.
  • Verify the exemption value in Parcel Viewer after processing.
Bought after January 1? Your new ownership may create a supplemental assessment even though the annual October bill is still based on the January 1 roll. Homeowners’ Exemption treatment for the supplemental assessment has its own filing timing, so review the supplemental notice promptly.

Mortgage Escrow, New Owners and Missing Tax Bills

Sacramento County sends an information copy to owners whose mortgage company has an impound account. Mortgage companies typically pay the annual secured tax in two installments.

No second reminder

The county issues one annual secured bill and does not send a new bill or reminder for the second installment. Calendar the February/April installment yourself.

New owner checklist

  • Find the parcel in Assessor Parcel Viewer.
  • Save the 14-digit APN.
  • Search the current and prior-year secured tax account.
  • Confirm whether the lender is paying through escrow.
  • Watch separately for a supplemental bill.
  • File the Homeowners’ Exemption when eligible.
  • Check the Clerk/Recorder index to confirm the recorded transfer if needed.
  • Update the Assessor mailing address when county correspondence is going to the wrong location.
Closing proration is not proof the county tax is paid. Tax prorations between buyer and seller are private closing adjustments. Search the official tax account after closing and again when annual/supplemental bills are issued.

Why the Sacramento Tax Bill Can Be Higher Than “About 1%”

Prop 13’s 1% base rate does not mean every Sacramento County tax bill equals exactly 1% of assessed value.

1% base property tax

The constitutional ad valorem base applies to taxable assessed value.

Voter-approved bond debt

Bonded indebtedness can add a percentage-based amount, which is why Sacramento’s overall ad valorem rate often runs above 1%.

Direct levies

Special taxes, Mello-Roos, park/lighting charges, utility delinquencies and other assessments can appear as separate parcel charges.

Do not appeal a direct levy to the Assessor just because it appears on the property-tax bill. Sacramento County says these non-ad-valorem charges are imposed by separate agencies. The bill lists a levy code and the responsible agency’s contact information.

Sacramento County Deed, Deed of Trust and Lien Search

The Clerk/Recorder’s online index covers recorded Sacramento County documents dating back to the nineteenth century. It is useful for identifying the document, but the public online index does not display the actual recorded image.

  • Liens.
  • Finding book/page or other recording references before ordering a copy.

  • Certified copy: $9 first page + $1 each additional page.

Real-property transfer clue: Sacramento County recording requirements use the Assessor’s Parcel Number as one of the identifying items when a document transfers real property. Starting with the APN can therefore make deed research much faster.
