How to prepare the 2026 VAB petition

Identify one petition reason

Current DR-486 instructs the petitioner to select one reason. If more than one petition reason applies, file separate petitions as required.

Use the correct form family

DR-486 is the standard VAB request for hearing. DR-486PORT is used for transfer of homestead assessment difference, while DR-486DP covers tax deferral or penalties.

Do not let an informal conference consume the deadline

DR-486 explicitly says an informal conference with the Property Appraiser does not change the petition filing due date.

Pay the filing fee

VCPA currently lists a non-refundable $40 filing fee. DR-486 states that the petition is not complete until the filing fee is paid.

Save the accepted petition number

Keep the filing confirmation, fee receipt, petition number and every uploaded exhibit.

Prepare for evidence exchange

Do not wait until the hearing date to assemble comparable sales, photographs, repair evidence, appraisals or factual corrections.

2026 deadline: the county’s current schedule lists September 11, 2026 as the timely filing date for a value petition tied to the August 17 TRIM mailing. A denial notice can use a different deadline, so use the date and instructions for your own notice.

DR-486 Evidence Exchange Rules: What Changed for 2026 Hearings?

The current Florida DR-486 says evidence-exchange requirements effective September 1, 2025 are mandatory. This is important for every 2026 Volusia VAB petitioner.

What the Property Appraiser must provide

The current form says the Property Appraiser must provide its evidence to the petitioner at least 15 calendar days before the hearing.

The form explains that the hearing day itself is not counted when calculating the 15-day period.

What the petitioner must exchange

The petitioner must provide the Property Appraiser the evidence list, summaries of evidence to be presented by witnesses, and copies of documents to be presented.

This includes evidence the Property Appraiser specifically requested in writing.

15-day calculation example

Example: if a hearing is scheduled for October 20, start with October 19 as day 1 and count backward 15 calendar days. If the resulting final day falls on a Saturday, Sunday or legal holiday, DR-486 directs the period to the previous qualifying day. Always use the date on the actual hearing notice.

Pending petition does not automatically postpone taxes. Current DR-486 says that if a VAB petition remains pending on or after the normal delinquency date, the taxpayer must make the applicable partial payment before delinquency or the VAB will deny the petition. For value and portability appeals, the form describes payment of all non-ad valorem assessments plus at least 75% of ad valorem taxes, less applicable discounts.

Homestead Exemption: What 2026 and 2027 Applicants Need

The regular March 1, 2026 filing date has passed. VCPA’s current SmartFile page is now accepting 2027 homestead applications online or in person.

Basic qualification

A qualifying owner generally must have legal or beneficial title and make the Volusia property a permanent Florida residence on or before January 1 of the tax year for which the exemption is claimed.

For 2026, VCPA lists the original $25,000 exemption plus an additional exemption of up to $26,411 where applicable. The additional amount does not apply to school levies.

Recent purchaser: VCPA specifically warns that there can be a delay between deed recording and the Property Appraiser receiving the deed to update ownership. Do not assume you cannot file simply because the prior owner’s name is still displayed.
Moving within Florida? Homestead does not automatically transfer to the new property. VCPA requires a new homestead application and separate portability handling when applicable.

Missed the March 1, 2026 Homestead Deadline?

Do not automatically give up on the 2026 exemption if you otherwise qualified as of January 1. VCPA publishes a specific late-application procedure.

File the late application with VCPA

VCPA says a late application must be filed on or before the 25th day after the TRIM notice is mailed.

Write the required late-file letter

Explain the extenuating circumstances that caused the March 1 deadline to be missed. VCPA describes this letter as a legal requirement of its late-filing process.

Provide supporting qualification evidence

Prepare the same residency, ownership and applicant documentation that supports the exemption itself.

Watch for VCPA’s decision

The Property Appraiser reviews the late application and evidence. If the evidence is insufficient or the exemption is denied, additional information or a VAB petition may be necessary.

The Tax Collector—not the Property Appraiser—prepares and mails the annual bill after receiving the certified tax roll.

Partial payments

Current-year real and tangible property taxes may qualify for partial-payment arrangements before delinquency under the Tax Collector’s published procedure.

Partial payments do not receive the normal early-payment discount and are different from the installment plan.

Business Tangible Personal Property: What to File and What People Miss

The business-property intent is different from real-estate parcel search. VCPA separately assesses taxable equipment, furniture, fixtures, machinery, tools, signs and certain other property used for business or commercial purposes.

$25,000 tangible property exemption / waiver

A taxpayer can qualify for up to a $25,000 tangible personal-property exemption. VCPA explains that an initial return is necessary to establish the exemption. In later years, filing can be waived while the listed taxable value remains at or below the threshold; if value rises above $25,000, filing becomes necessary again.
