Open the Correct Property Record Before You Pay or Appeal
Start with Houston County’s QPublic/Schneider system when you need an owner, address, parcel, market value or assessment record, then move to the Tax Commissioner for the actual tax balance or payment.
This guide also explains map searches, 40% assessment math, the 45-day appeal window, current homestead filing rules, personal-property postmarks, agricultural covenants, deeds and what to do when the official search finds nothing.
Fast Answer: Which Houston County Office Handles Your Task?
Property value, owner, parcel, exemption or appeal: Tax Assessor/QPublic. Tax bill, payment or receipt: Tax Commissioner. Recorded deed, plat or lien: Superior Court Clerk real-estate records.

This is a different county centered around Crockett, Texas and uses a completely different appraisal and tax system.

City of Houston property is not searched through Houston County, Georgia. Confirm the Texas county—often Harris County—before looking up a parcel.

Open the Houston County-linked QPublic search
Confirm that the application identifies Houston County, Georgia before entering an owner or address.
Start with owner, address or parcel
QPublic systems support name, address and parcel-style searches. Use only one clean identifier first.
Shorten the query if it fails
Remove middle initials, LLC punctuation, apartment numbers, directions, ZIP codes or unnecessary street suffixes.
Open the candidate parcel carefully
Match owner, situs address, parcel number and land/building information rather than relying on one matching name.
Save the parcel number
Keep the parcel identifier with your notes. It is useful for office calls, maps, tax research, appeal preparation and deed research.
Move to the correct final-action office
QPublic is not the tax-payment system and is not a title search. Use the Tax Commissioner or Clerk when those are the records you actually need.

Boundary disputes
Do not use an assessor GIS line to settle fence, easement, encroachment or legal-boundary questions.
Houston County Property Assessment Math
Georgia real property is generally taxed on an assessed value equal to 40% of fair market value.
Market value
The Board of Tax Assessors determines the property’s fair market value for ad valorem purposes.
Assessed value
Typical real property: market value × 40%.
Tax bill
Applicable exemptions are considered and millage rates are applied to the taxable assessed value.
Houston County 2026 Property Tax Timeline
Georgia property-tax administration generally looks at the property’s ownership and taxable status as of January 1.
Property-tax returns are generally filed between January 1 and April 1 when a return is required or the owner wants to declare a new value.
Houston County personal-property returns and many special-assessment applications use April 1 as the controlling filing date.
The notice mailing date—not the later tax bill—starts the property-assessment appeal period.
The county’s published tax-digest page still lists 2025 as the latest completed digest, so this guide does not invent a 2026 millage rate.
The Tax Commissioner calculates bills after assessment information and adopted rates are available.
Houston County’s current Tax Commissioner FAQ identifies December 20 as the normal due date for real estate and business personal property.
How to Appeal a Houston County Property Assessment
Read the assessment notice immediately
Record the mailing date, parcel, fair market value, assessed value and deadline.
Review the underlying property data
Check acreage, building area, condition, classification, ownership and exemptions before deciding the issue is purely valuation.
Identify the appeal ground
Georgia allows appeals involving taxability, value, uniformity and denial of an exemption.
File with the Houston County Board of Tax Assessors
Do not mail the appeal to Georgia DOR. File with the county within 45 days of the assessment notice.
Choose the appeal method
The Georgia PT-311A requires the owner to identify the chosen appeal path.
Keep proof and prepare evidence
Save the filed appeal and assemble evidence that directly supports the requested correction or value.
Evidence packet checklist
- Annual Notice of Assessment.
- Current QPublic parcel record.
- Specific value or factual correction requested.
- Comparable sales relevant to the valuation issue.
- Photos of condition problems.
- Repair estimates or inspection information when relevant.
- Measurements or permits for building-data issues.
- Deed, plat or survey for acreage/legal-description issues.
- Exemption application/denial when the exemption is disputed.
- Proof that the appeal was timely filed.
Board of Equalization, Hearing Officer or Arbitration?
Georgia requires the taxpayer to select an appeal method in the initial written dispute. Do not choose a route simply because its name sounds faster.
Board of Equalization
The traditional county appeal route. A local Board of Equalization hears qualifying disputes after the Board of Tax Assessors review.
Hearing Officer
A specialized statutory route available only when the property and issue satisfy Georgia’s eligibility rules. Confirm eligibility before selecting it.
Arbitration
A separate statutory valuation-dispute procedure. It carries different procedural and cost considerations, so review the PT-311A instructions before choosing it.
Houston County Homestead Exemption: Local PDF vs Current Georgia Rule
Houston County’s posted homestead PDF contains useful document and special-exemption detail, but its April 1 filing language has been overtaken by newer statewide guidance.

- Own the home under the applicable January 1 qualification rule.
- Actually occupy it as the legal residence.
- File with Houston County Tax Assessors.
- Provide documentation for any additional age, disability, veteran or surviving-spouse exemption claimed.

- Vehicle registration in Houston County when applicable.
- Federal Form 1040 for applicable income-tested senior exemption.
- Social Security award documentation when applicable.

Changing use or breaking the covenant can cause substantial penalties. |
Preferential Agricultural |
Ten-year covenant; qualifying agricultural property is assessed at 30% rather than the ordinary 40% ratio. |
Ownership and actual agricultural use requirements matter. |
FLPA |
Fifteen-year covenant for qualifying forest land; county PDF describes parcels larger than 200 acres among the eligibility points. |
Long covenant term makes pre-filing review particularly important. |
Recording fee |
County PDF lists a $25 recording fee with specialized-assessment applications. |
Confirm the current amount before payment. |

Houston County warns that canceling or failing to renew a business license does not itself remove the personal-property account. Submit the county’s required closure documentation.

Freeport Inventory Exemption: Do Not Omit Inventory From the Return
Houston County’s Assessor FAQ warns business owners that inventory remains reportable even when a Freeport exemption may reduce the taxable portion during billing.
Report inventory correctly
Do not simply leave qualifying inventory off the PT-50P return. The return and supporting schedules must still accurately report applicable inventory.
File the exemption separately
Georgia DOR states that a Freeport application is generally due during the normal return period, with partial exemption rules potentially available for certain later filings up to June 1.

Search Land RecordsHouston County Property Assessor FAQs
What is the official Houston County GA property search?
Houston County links property owners to the QPublic/Schneider property-record system for appraisal and assessment research. Use the Tax Commissioner separately for tax balances and payments.
Can I search Houston County property records by owner for free?
Yes. Basic public assessment research can be performed through the county-linked QPublic system without buying a private property report. Verify a name match against the address and parcel number.
How do I search Houston County property by address?
Start with the house number and main street name. If the exact address does not return the parcel, remove unit numbers, directions, ZIP codes and unnecessary street suffixes one at a time.
Is Houston County property assessed at full market value?
No. Georgia real property is generally assessed at 40% of fair market value. A $400,000 market value therefore normally corresponds to a $160,000 assessed value before applicable exemptions.
How long do I have to appeal a Houston County property assessment?
Georgia gives a property owner 45 days from the assessment notice mailing date to file the appeal with the county Board of Tax Assessors. Do not wait for the later tax bill.
Can I apply for a 2026 homestead exemption after April 1?
Current Georgia DOR guidance says taxpayers may apply beyond the historic April 1 deadline through the end of their 45-day assessment-notice appeal window. Houston County’s posted local PDF still shows older April 1 wording, so contact the Assessor promptly if April 1 has passed.
Can I file a Houston County business personal-property return online?
The current Houston County Tax Assessor page says personal-property returns and applications are accepted by U.S. mail and are due by April 1. The USPS postmark establishes the filing date.
When are Houston County GA property taxes normally due?
The current Houston County Tax Commissioner FAQ says real estate and business personal property taxes are normally due December 20. Use the actual current-year bill for the final amount and status.
Where can I find a Houston County deed or plat?
Use the Houston County Superior Court Clerk’s county-linked real-estate record search. QPublic owner information is assessment data and should not replace recorded land documents when legal ownership matters.
Is Houston County Georgia the same search as Houston, Texas?
No. Houston County, Georgia and Houston County, Texas are different counties. A property in the City of Houston, Texas may also be in a different Texas county such as Harris County, so verify the state and county before searching.
Complete the Search in the Right Order
Find the parcel in Houston County’s QPublic system first and save its parcel number. Review the property characteristics, fair market value, assessed value and exemption information before taking the next action.
Use the Tax Assessor for value, returns, exemptions and appeals; the Tax Commissioner for bills and payments; and the Superior Court Clerk when you need the recorded deed, plat or other legal land record.
