Search the Parcel, Then Follow the Right Record
Use the Winnebago County Supervisor of Assessments for parcel and assessment records, WinGIS for the property map, the Treasurer for the actual tax bill, and the Recorder for deeds, liens and recorded land documents.
This 2026 guide shows how to search by PIN, address or owner, fix failed searches, understand assessment fields, protect the September appeal deadline, prepare Board of Review evidence, check exemptions and pay the correct tax installment.
Fast Answer: Which Official Property Tool Should You Use?
Assessment, owner, address or PIN: start with the Supervisor of Assessments Parcel Details Inquiry. Parcel map: use WinGIS. Tax bill or payment: use the Treasurer Parcel Tax Details Inquiry. Deed, mortgage, lien or plat: use the Recorder’s records-search options.

Choose assessment, map, tax or deed records
Use the Supervisor of Assessments for parcel/value data, WinGIS for mapping, the Treasurer for taxes or the Recorder for recorded documents.
Start with the simplest address
Enter the house number and main street name. Leave out unnecessary direction and suffix information on the first attempt.
Retry with owner name or PIN
If the address fails, use the owner’s last name or a PIN from an assessment notice, deed, prior record or tax bill.
Confirm the correct parcel
Compare the parcel location, PIN, owner display, township and assessment year before relying on the result.
Check the year
Distinguish a 2026 assessment from the 2025 tax bill payable in 2026. Illinois assessment year and payment year are not the same thing.
Save the complete PIN
Use the PIN for future map, assessment, tax and appeal research so you do not accidentally switch to a similarly named owner or nearby address.

Designed for fewer, more precise results and suggestions for properties, streets and intersections.

If WinGIS will not load
The current WinGIS application requires WebGL2. If you see a WebGL2 error, try these fixes before assuming the parcel map is offline:
- Use a current version of Chrome, Edge, Firefox or Safari.
- Do not use Internet Explorer.
- Update the browser and graphics drivers.
- Check whether WebGL2 has been disabled in browser or device settings.
- Try another modern computer or device if the hardware is very old.
- Use the non-map Parcel Details Inquiry when you only need assessment data.

How to File a 2026 Property Assessment Complaint
Talk to the township assessor first
The Board strongly encourages this because a property-record error may be explained or corrected without a formal complaint. Do not miss the Board deadline while doing it.
Confirm PIN, township and January 1 value date
2026 evidence should address the property’s value or condition as of January 1, 2026.
Complete a separate complaint for each parcel
The rules require a separate 2026 Real Estate Assessment Complaint Form for every separately assessed PIN.
Select the correct complaint basis
Common bases are overvaluation, equity of assessment, discrepancy in physical data or another specifically explained reason.
State the requested assessed value
The form asks for current assessed value and the assessed value you believe should be used. This number also affects hearing and evidence rules.
Sign, copy and file on time
Unsigned or insufficient-copy filings can be non-compliant. Fax and email complaints are not accepted under the 2026 rules.
Complaint packet checklist
- Owner of record and PIN.
- Property address and mailing address.
- Telephone and email.
- Complaint basis.
- Owner’s January 1, 2026 market-value estimate.
- Purchase date and price when relevant.
- Current 2026 assessed value.
- Requested assessed value.
- Original complaint plus one copy.
- Two complete sets of written evidence.
- Your own complete retained copy.
- Required signature.
Evidence Deadlines Depend on the Reduction You Request

How to Build Better Market-Value Evidence
For an overvaluation complaint, the owner has the burden to show fair cash value. The Board focuses on quality and similarity—not the largest possible spreadsheet.
Best comparable sales
- Market transactions exposed to the open market.
- Near the subject property or in the same neighborhood.
- Similar size, construction, quality and age.
- Similar style and condition.
- Generally sold after January 1, 2023 and before April 1, 2026.
- Clearly identify sale date, price, PIN and property characteristics.
Evidence the rules specifically recognize
- Complete signed closing statement.
- Complete appraisal.
- MLS comparable-sale information.
- Comparable assessed-value data.
- Construction-cost statement for new improvements.
- 2025 income/expense information for applicable commercial or multi-family property.
Transactions that may need extra explanation
Related-party transfers, transfers of less than 100% interest, court-ordered sales, sales in lieu of foreclosure and condemnation sales are examples the Board generally does not treat as ordinary market transactions without the necessary context. Compulsory sales can still be considered under the statutory rules when the facts support market comparability.
If You Submit an Appraisal, Follow the Board’s 2026 Rules
The appraisal should be
- Certified in writing by its preparer.
- Prepared in conformity with current USPAP.
- Signed by the appraiser.
- Submitted in full, including exhibits and all pages.
- Focused on fair cash value.
- Ideally valued as of January 1, 2026.
Hearing preparation
- The appraiser who prepared the report must attend when the Board requires testimony/clarification under its rules.
- Appraisal testimony cannot replace a timely submitted written appraisal.
- A valuation date farther from January 1, 2026 receives less consideration.
- An appraisal with an interior inspection receives more weight than an otherwise similar report without one.
Equity, Physical-Data and Income-Property Complaints
Equity complaint
Use very similar properties and show that the subject is assessed at a higher level relative to fair cash value. The Board prefers the five most similar equity comparables.
Physical-data error
Highlight the incorrect property description and submit competent proof such as a survey, photographs or construction documents showing the correct facts.
Income-producing property
When relying on an income approach, prepare relevant actual income/expense data. A single-property lease may need to be supplied in full; multiple leases may be summarized under the Board rules.

- In-person hearings are held at 404 Elm Street, Room 301 or 303, Rockford.
- Hearing notices are sent by U.S. Mail.
- Oral testimony should relate to the subject property and timely filed evidence.
- Charts, maps or photographs used as hearing exhibits that refer to timely evidence must be submitted five business days before the hearing.
- Disability accommodations should be requested at least three business days before the hearing where possible.
- Failure to appear at a scheduled hearing can close the case with a Failure to Appear decision.
After the Board decision
If you disagree with the final Board decision, the county states that a Property Tax Appeal Board appeal must be filed within 30 days of the Board’s decision notice. Keep the final decision letter and do not wait for the tax bill to begin reviewing that deadline.

|---|---|
Assessed value |
Value certified through the assessment process before exemptions and tax calculations. |

A multiplier may be used to help maintain consistent assessment levels. |
Exemptions |

The Recorder provides a free Property Fraud Alert service that can notify an owner when a document is recorded matching the registered information. The alert does not block recording, but it can provide faster awareness of a potentially suspicious filing.
The Recorder has also announced a new Illinois-required fraud referral and review process expected to take effect on or after September 8, 2026. Property owners should use the official Recorder page for final implementation details as that date approaches.
